The Walking Dead: Dead City Season 3 Episode 5, “Imperialis,” asks whether Maggie and Negan can really build a better Manhattan without falling back on the brutal rules that kept them alive for so many years.

Lauren Cohan and Jeffrey Dean Morgan get some of their best material of the season as Maggie and Negan continue developing an unexpectedly comfortable relationship. Unfortunately, that progress comes just as Negan makes a decision that could tear their new community apart.

With food running short after the earthquake, Maggie devises an ambitious plan to give the residents something else to focus on: keep the electricity running by capturing enough walkers to fuel the community’s methane system.

The mission works. The celebration afterward even gives Maggie and Negan a rare opportunity to laugh together.

Then Fabian threatens Maggie — and Negan reminds everyone exactly who he used to be.

The Earthquake Leaves Manhattan Running Out of Food

“Imperialis” picks up in the aftermath of the earthquake that devastated the community’s food supply.

Maggie is still struggling with losing Glenn’s wedding ring, but there isn’t much time for mourning. Months of rationing have already tested the residents, and the destruction of the pantry threatens to push everyone past their breaking point.

Food begins disappearing. People accuse one another of stealing. Renata realizes that the peaceful community they are trying to build depends on people believing tomorrow will be better than today.

Maggie comes up with an unusual solution.

If they can’t immediately give everyone more food, they can give them something else: electricity.

Keeping the lights on, radios playing and the community functioning gives people a reason to believe civilization is returning.

There is only one problem.

The methane system needs more walkers.

Maggie Has a Plan for the Empire State Building Walkers

Maggie knows exactly where to find them.

The Empire State Building is packed with walkers, providing a potentially enormous supply for the methane tanks if they can safely move them.

Renata isn’t thrilled by the idea, but Maggie argues that maintaining morale is just as important as solving the food shortage itself.

They need a team willing to do something extremely dangerous.

That leads to one of the episode’s stranger developments: Maggie recruits some of the community’s most unpredictable residents.

Kelsey, Reverend Anthony, firefighter Benny, Chef Mesing and actor Radomir join the operation. These aren’t necessarily the people anyone would choose for a normal assignment.

But this isn’t a normal assignment.

Maggie understands that people willing to take insane risks can be useful when the job itself is insane.

Negan understands that logic immediately.

Negan and Dillard Join Maggie’s Mission

Negan and Dillard initially aren’t interested in helping. They’ve already been working on expanding the community’s food network, and Negan has spent much of Season 3 resisting every attempt to make him an official part of what Maggie and Renata are building.

Eventually, however, they’re in.

The plan requires the team to funnel walkers into trucks while Solmari and Benny handle the diversion.

Solmari uses a zipline above the horde, drawing the dead with mice, whistles and flares while Maggie, Negan and Renata work below.

Predictably, things go wrong.

The zipline loosens and Solmari nearly falls into the walkers. Renata wants to abandon the operation and save her, but Negan argues that doing so would endanger everyone else.

It is a small moment that previews the much larger conflict coming at the end of the episode.

Renata believes rules and compassion are what separate their community from the world outside.

Negan believes survival sometimes requires making an ugly decision before everyone else is willing to make it.

For the moment, they get lucky. Solmari survives and the mission succeeds.

Hershel Helps Luis Remember Marisol

While Maggie and the others deal with the walker operation, Hershel remains at the hospital with Luis.

Luis is still carrying the grief of losing his wife, Marisol.

Hershel understands that kind of absence better than most. He grew up knowing Glenn largely through the memories of other people, yet his father remains an enormous part of his identity.

The two talk about the people they’ve lost and how those people continue shaping them long after they’re gone.

Hershel eventually does something unexpectedly touching for Luis: he paints a mural of Marisol on the hospital wall.

It also quietly connects Hershel’s story with Maggie’s.

Maggie losing Glenn’s ring doesn’t mean she’s forgetting him. Hershel’s gesture reinforces the idea that remembering someone doesn’t require holding onto a physical object forever.

Negan and Maggie Imagine Being Friends in Another Life

After the walker mission succeeds, everyone finally gets an opportunity to celebrate.

Dillard’s bar becomes the center of the party, complete with drinking and karaoke.

More importantly, Maggie and Negan get a rare moment when neither of them is trying to kill something, save someone or argue about the past.

Negan offers Maggie some of his homemade liquor, and the two begin talking.

Maggie thanks him for helping.

Negan admits that Manhattan is beginning to feel like home, even as he continues resisting Renata’s attempts to formally bring him into the community.

He also tells Maggie something revealing.

He thinks she should be running the place.

The conversation becomes surprisingly warm, with Maggie and Negan joking together before acknowledging an uncomfortable possibility: in another life, they might actually have been friends.

It’s a heartbreaking thought because both of them know why that could never have happened.

Glenn will always stand between them.

But “Imperialis” also recognizes that their relationship has become something far more complicated than hatred.

Maggie knows Negan perhaps better than anyone alive.

And Negan is about to prove just how far he’ll go to protect her.

Why Is Fabian Angry With Maggie?

Fabian becomes increasingly desperate as the food shortage worsens.

He volunteers for double guard duty rather than join the walker mission, supposedly because he doesn’t want to risk leaving his family without him.

But the assignment also gives him access to the community’s supplies.

Fabian steals food for his family.

When Renata discovers what he has done, she forces him to return the stolen rations and publicly apologize.

The humiliation only deepens Fabian’s resentment.

He blames Maggie for convincing everyone to leave the Bricks and believes the community was better off before following her vision for Manhattan.

By the time Fabian arrives at Dillard’s bar with a gun, his anger has become something considerably more dangerous.

Negan Realizes Fabian Wants to Kill Maggie

Fabian begins drinking with Negan and talking about everything that has gone wrong.

Negan listens.

More importantly, Negan encourages him.

He pretends to share Fabian’s frustration with Maggie, allowing Fabian to become comfortable enough to reveal what he’s really thinking.

Fabian strongly suggests that Maggie is the problem — and that eliminating her could solve it.

That’s all Negan needs to hear.

The friendly conversation instantly disappears.

Negan smashes Fabian with a bottle, pulls a gun and makes it clear that threatening Maggie was a catastrophic mistake.

Fabian tries to walk everything back.

Negan doesn’t believe him.

Because if there’s one thing Negan understands, it’s what someone sounds like immediately before they become a killer.

The Walking Dead: Dead City Episode 5 Ending Explained: Why Does Negan Kill Fabian?

Negan kills Fabian because he believes Fabian has crossed the line from angry resident to genuine threat.

Fabian hasn’t actually attacked Maggie yet.

That’s exactly what makes the ending so important.

Renata arrives while Negan has Fabian at gunpoint and orders him to stand down. Fabian insists he didn’t mean what he said and promises he isn’t going to hurt Maggie.

Renata believes their community has rules for precisely this situation.

Negan doesn’t.

He has spent too many years surviving people who announce what they’re capable of before eventually doing it. From his perspective, waiting for Fabian to make his move could mean waiting until Maggie is dead.

So Negan shoots him.

Right in front of Renata.

The killing isn’t about power, revenge or recreating the Saviors. Negan believes he is eliminating a threat to Maggie and the community before that threat gets another opportunity.

But his motivation doesn’t change what he has done.

Renata explicitly told him not to kill Fabian.

He did it anyway.

Why Does Renata Want to Arrest Negan?

Renata’s response isn’t really about Fabian alone.

If Manhattan is going to become a functioning community, one person cannot simply decide who deserves to live or die — especially when that person is Negan.

Renata tells him he will be arrested.

Negan refuses.

After everything he has survived, he makes one thing very clear: nobody is putting him back in a cage.

Renata threatens to return with armed people.

Negan effectively tells her to bring them.

And that’s where “Imperialis” leaves us.

The community survived its food crisis.

Now it may be heading toward a civil war.

And Maggie is going to have to decide where she stands.

Final Verdict

“Imperialis” works because its biggest conflict isn’t really about walkers.

The Empire State Building operation gives the episode a fun, slightly eccentric Walking Dead set piece, particularly with Maggie assembling a team of survivors who seem uniquely qualified to turn a dangerous mission into complete chaos.

But the episode’s best material belongs to Lauren Cohan and Jeffrey Dean Morgan.

Watching Maggie and Negan drink, joke and briefly imagine a world where they could have been friends would have been almost unimaginable when Dead City began. It works now because the series isn’t pretending Glenn never happened. Their history remains permanently embedded in every interaction.

That’s also why Negan killing Fabian is so interesting.

He doesn’t kill him because he has reverted to the old Negan. He kills him because the newer Negan has something he wants to protect — and Maggie is part of it.

Unfortunately, his method is still unmistakably Negan.

Renata has spent the season trying to prove that Manhattan can become something better than a collection of survivors making their own rules. Negan has just demonstrated how fragile that idea really is.

The result is a strong ending that turns Maggie into the person who may ultimately have to decide which philosophy wins.
